You have to determine what the bottleneck is, sounds like network, disk, or memory, but certainly not CPU. Are all applications slow, or is it only iNotes?

One of the first things I would check is the activity level of the memory pool Domino is running in. If there are not enough activity levels available, jobs will just sit and wait until they can get a timeslice to run. I have tuned systems where the activity level was so low that the system just crawled, but the CPU was only around 10% at best. By bumping up the activity level significantly, the CPU went up and response times decreased to subsecond.

Also check paging and fault rates in memory and disk rates. If none of these are the culprit, it's down to analyzing the network. Check to make sure duplex settings on your switches/routers match what your lines are set to, this can make a huge difference for networking performance.
